I created Keplar to be the link between Spark and the Homeworld of Zantibar. Keplar is a member of the High Council and gives mission parameters from the council to his Spectre Team. The way this works is there is one Spectre Team assigned to each sector of space. Each Spectre Team has a contact in the high council. How many sectors of space or spectre teams assigned to those sectors is something I haven’t really thought about. But other spectre teams will cross paths with Spark and his crew in future stories.
Keplar is a character that will pop in and give breaks to the main story. It is incumbent on Spark to give mission updates to Keplar from time to time and report the results at the end. This gives me an opportunity to have an unlimited supply of storylines for Spectre.
